A practice, not a trade
The work is technical and documentary. Its output is a set of statements that can be checked: this is the tolerance, this is the measurement, this is the difference, this is the date it was true.
The parties who answer for the build

Venue owners and operators
They own the asset the temporary build attaches to, and inherit whatever it leaves behind — loading, reinstatement, and the liability when someone else builds against their fabric.

Host committees and organising bodies
They commit to a fixed date across a programme they do not build themselves, and need to know that what was specified is what was installed — before the date arrives.
- (03)
Rights holders
They hold the contractual obligations for how a programme is delivered and answer for it afterwards. Their exposure is to the record, not to the schedule.
Engagements are confidential. No client, venue or programme is named.
The verifier cannot be the builder
A contractor checking its own work produces a document, not an assurance.
House Cleo is paid by the owner, host or rights holder, and has no margin riding on the outcome of a measurement.

What an engagement covers

Specification review
Reading the drawings, method statements and loading assumptions before anything is built, and setting out what has to be measured, to what tolerance, against which datum.

Independent verification
Comparing what was built to what was specified. Deviations are reported with a location and a magnitude, against a tolerance named in advance.

Programme documentation
Holding the dated measured states of a programme through its build cycle, so the record of what stood is retrievable after the structures are gone.

Advisory through a build cycle
Working with an owner or host team across planning, build, occupancy and strike, on the questions that turn on measurement rather than schedule.
Three things, at the end

A specification
What was to be built, to what tolerance, against which datum, measured by what method — written before the build, not reconstructed after it.
- 02
A verification
What was built, compared to the specification. Positions inside tolerance are recorded; positions outside it are named, located and given a magnitude.
- 03
A record
Dated and version-controlled in HC-PORTAL, retained after the structures come down, so the next season, inspection or dispute starts from a measurement rather than a recollection.
House Cleo provides independent technical review, specification and documentation. Work requiring certification is carried out with a licensed surveyor or engineer of record.
